Michael E. Green, ASA, has appraised a wide variety of properties including natural gas pipelines, natural gas distribution systems, electric utility systems, electric generating plants, short-line and regional railroads, private railcars, water and sewer systems, and telecommunications systems. His appraisals have been used for acquisition financing, purchase price allocation, mortgage release, fair value rate base, ad valorem tax litigation, condemnation proceedings and fraud litigation. He is also a licensed general real property appraiser with experience in the appraisal of commercial and industrial real estate.

Mr. Green has specialized expertise in the valuation and appraisal of electric power generating plants, having prepared appraisal opinions for approximately 118 gigawatts (ownership interests) of generating capacity. His appraisals have been used in connection with approximately $8 billion in financings as well as valuations for release of assets from liens and fairness opinions. He both participates in the preparation of market studies for clients and evaluates the reasonableness of market studies prepared by other market consultants. He has specific experience in the valuation of power plants for purchase price allocation (federal income tax, GAAP and IFRS); ad valorem tax litigation; engineer's certificates for release from, or addition to, utility mortgage indentures; and lease transactions including the issuance of lease debt and equity interests, lease purchases and lease residual valuation. Further, Mr. Green has qualified as an expert witness in litigated valuation cases involving ad valorem tax disputes, condemnation proceedings and utility rate proceedings. His appraisals have also been used in the settlement of numerous ad valorem tax disputes involving utility property and generating facilities.
